Im not sure about letting people actually buy the armor from you when you loot it. I originally looked at it as personalised to you, once dropped.
But if it was to be sold, it should be treat like green weapons.
You should not be able to buy them from armor-merchants. You would only be able to aquire it from either a loot or from other players.
Plus if you change the armor in anyway with runes or insignia, its personalised to you and unsellable. Just like weapons when adding dmg+.
Otherwise we would end up with huge variations in the armors and you couldnt be quaranteed what your buying. You could buy armor with a rune in you cant use and you couldnt get a base price going.
If it worked like that, then Id go with your idea.

Why can't there be gold armor drops that are under one name. but are a different skin for all classes. and automatically takes the armor lvl of the class using it. Also with Green armor. This would be a huge money mover in the economy.

Ok, a complete example of how my system would work.

A salvagable item drop.
Enchanted Rangers drop them. So I go to the crystal desert and farm them or buy from people playing there.
I get 25(however many) of them together, then I take them to the NPC as stated, and pay him 5k(or however much). I take them to droknars(or another place with MAX armor available at crafters to get max AL)
I end up with a set of gloves that resemble the armor worn by Enchanted mobs. I will only ever get gloves from an item with the name armguard.

All new types of armor are based on specific and existing drops.
Generic pieces, garb, garments, vestments, would cost say 5k on top of the other cost, but you get to choose what armor piece you get.

For unique(green) armor you would have to add drops to bosses, but not so rare as to be ridiculous. 75% chance for drop or something.
This drop would only be added to humanoid bosses that use armor as it is(IE, a graphical representation of armor)
You would need say, 5 of this Green Armor, and ....20k.
Each boss only drops a certain piece, different for each boss.
Any given piece of armor, aside from the green, can be worn by any given class.(the mobs do it, damnit...)
The main reason I worked this out a little is that someone complained about getting ele drops as their warrior(or something along those lines).
Yes it's all a little rough, and I'm sure I repeated myself plenty, but eh...I'm bored...

A new NPC would be the re-armorer.
There would be tons of new armor for everyone, but also the green rarer stuff, drop rates can all be tweaked for the green stuff to be rare.

I know there will be many many bosses, but some will appeal more than others, and getting a drop is easier than buying 15k armor.

You wouldn't see people all wearing the same thing if the drop rate for the armor was so low that it wasn't any easier than farming money for 15k armor. Just because it comes from an enemy doesn't mean its automatically cooler looking. I'm sure there would be many people who still would prefer their 15k Ascalon or Kurzick armor to anything an enemy would drop.
I think this is an awsome idea. Even if it would be hard to make all that armor, it would add a lot of variety to the game and would be totally worth it in my opinion. PLEASE ANET, MAKE IT SO.

To be honest, how many Green weapon combinations can they do before they are repeating... Oh, they already are, so maybe special Green armour pieces might be a good idea, especially if they only drop parts and not a full set, hell, that would give ANet much more scope on things to do

Really, no.
Let's look at a list fo things they need to work on before adding 'boss armor';
- Broken Skills
- Useless Skills
- Existing armor bugs and problems
- Network Latency
And that's just to start. Those are just things in the EXISTING framework that need to be fixed or worked on. That's not even getting into higher up wants by people.

Of course these need doing, however these things aren't done by the same teams... (especially the network latency, which has nothing to do with ANet at all, but with thier service provider!)
